
Founded in 1992, Environmental Business Solutions (EBS) is a San Diego-based consulting firm specializing in environmental site investigation and cleanup. With experience in over 1,000 projects, EBS helps businesses and organizations to identify environmental concerns and manage, negotiate, and mitigate environmental problems.
At the end of 2001, EBS merged with SCS Engineers, which is an award-winning engineering and construction company specializing in environmental services and solid waste management. Since 1970, SCS has delivered economically and environmentally sound solid and hazardous waste solutions to private and public sector clients nationwide through a network of more than 35 offices and 450 professional staff. This merger has expanded the range of services EBS provides and the geographic areas in which we can assist our clients.
EBS services include brownfields consulting, site assessment (Phase I and II), remediation, risk assessment, litigation support, and consulting on regulatory and storm water compliance, underground storage tanks, and state cleanup fund reimbursement, and ISO 14001 compliance.
EBS personnel have completed projects throughout California and seven western states. Our clients include banks such as Union Bank of California, Bank of America, Grossmont Bank (now California Bank & Trust), and Wells Fargo; developers such as Intracorp, Spieker Properties and OliverMcMillan; redevelopers such as the Centre City Development Corporation and the City of National City Community Development Commission; and insurance companies and financiers such as Morgan Guaranty Trust Company of New York, Sun Life Assurance, and John Hancock. Our public sector clients include the San Diego Unified Port District, San Diego City Schools, and cities of San Diego, San Marcos, and El Cajon.

Johnson is president and cofounder of EBS. With degrees in both Environmental Science and Economics, Mr. Johnson is well-versed in the environmental concerns of businesses. His career in
environmental consulting spans 17 years. Active in the San Diego regulatory and professional communities, he has participated in technical work groups, provided expert witness testimony,
and given professional opinions to local and state agencies. He has testified before the State Water Board about statewide groundwater cleanup policy. At UCSD, he has taught courses
in site assessment, regulatory affairs, and hazardous materials management. Previous to working in San Diego, Mr. Johnson worked for the U.S. EPA in Washington, D.C.

respected scientist with a doctorate in Geological Engineering, Dr. Jones is a registered geologist with expertise in hydrogeology and engineering geophysics. His technical proficiencies include
hazardous materials/wastes impacts to soil and groundwater, groundwater well design and monitoring, groundwater modeling, contaminant fate and transport modeling, natural attenuation
of contaminants in soil and groundwater, and vapor phase transport and health risk assessment. Dr. Jones brings to EBS a wealth of experience on a wide variety of projects. Besides various
commercial and industrial clients in San Diego, he has provided hydrologic and geologic services involving landfills, recreational facilities (golf courses, etc.), hydroelectric plants, the

 Dr.
McRae is a California-registered geologist specializing in environmental geology, hydrogeology, and geophysics. With a Ph.D. in Geology and 15 years of experience in geological
and environmental disciplines, she is proficient in environmental assessment of soil and groundwater, computer modeling, interpretation of laboratory data, project management, and client/agency
liaison. In addition, she has extensive experience with a variety of contaminants and their impacts on various geological formations. Dr. McRae has designed and implemented many extensive
investigations of the subsurface geology of facilities with releases of metals and various types of hydrocarbons, including solvents, PCBs, polynuclear aromatic hydrocarbons, and volatile

 Mr.
Spengler brings to his position of Project Engineer over 10 years of experience and proven skills in performing Phase I and Phase II environmental investigations. As the lead consultant
and liaison for the environmental work on the downtown San Diego Padres ballpark project, he has demonstrated exceptional project management, leadership, and technical skills. He has
also overseen numerous underground storage tank removals and subsequent remediation. Mr. Spengler has worked on over 150 Phase I and Phase II projects at sites throughout San Diego
County and in Los Angeles County for a variety of commercial, financial, governmental, and industrial clients. The sites have been single- and multi-tenant, developed and undeveloped
properties. The types of projects have included Phase I and transaction screen site assessments; soil, soil vapor, and groundwater assessment; exploratory and remedial excavations;

| Ralph Vasquez |

 With
over 12 years of experience and an MBA, Mr. Vasquez brings proven skills and capabilities to the area of regulatory compliance for both public and private sector clients. His background
includes compliance monitoring and reporting of wastewater discharges, permit writing, and negotiation with regulating agencies, including policy development with multi-agency involvement.
He developed and implemented the state National Pollution Discharge Elimination System (NPDES) Compliance Program for four power plants. As part of that responsibility, Mr. Vasquez
evaluated, interpreted, and implemented federal, state, and local water quality, air quality, and hazardous materials regulations. Mr. Vasquez researched and produced Storm Water
Pollution Prevention Plans (SWPPPs) to help the clients meet recent California Water Code changes. Mr. Vasquez is also SGS-trained in ISO 14,001 compliance and has passed the
ANSI-RAB Accredited EMS Lead Auditor course.
